The reasons range from bad offers by you, not enough players on their side, too many on yours, hogging talent and the awful rivalry rejection... Which in reality probably wouldn't happen much

In Fifa 09 high skilled players like berbatov,rooney,cristiano ronaldo can do the rabona. just press R2 then quickly press shoot.

I've tested it, and everyone can do it. You just need some sort of great timing and when you are trying to cross by using the rabona, go towards the goal at the bottom or top, and quickly press L2 or R2 and Square and cross it up (or down, depend if you are on the bottom or top)
