Basically you can't. The only way to purchase them in manager mode is to do a search in the transfer market, and under transfer status pick "free agent" other than that, the only way to put free agents on a team is to go into your roster management and move free agents on to teams. My roomates and I did this when we made each other and we all played for Leeds United.
Hmm its not easy but it IS possible. to do this though you need to earn lots of experiance. I recommend that you lower the game difficulty and win by as many goals as you can, that way you'll get a lot of experiance, also try and complete match objectives, they'll earn you a little exp too. hope this helps :)

If you have a lvl 10 negotiator and the players have high morale it is easy 2 sign players with lower wage im on my first season with real madrid and I bought christiano ronaldo giving him 126 thousand pounds a game now its only 20 thousand ive only resinged him twice
try taking them down 10 thousand and only resign for 1 more year that way before the next match you can do this again
When you edit your rosters on manager mode, after you finish, dont save. they wont change, and the lineup will be the same in your season, but it the players will return to their original clubs when you exit manager mode.
I have a player from scout thats good..names R.Kleitch he was 75 when he grow up in the 10th season he became 89 I use liverpool in my manager mode in the 7th season
Google 'best scouted talents fifa 09' this page shows all scouted players who eventually peak over 90. also specific scouting gets better results, ie - instead of searching for ATT, search for a LF etc....

Just before the thirt season started, asamoah was on the list, I offerd him a contact (10000 salary, 10% if he scores a goal) when I just got him he was worth 5mil + and he will improve to 84+, aint that nice?

1st upgrade your negotiating staff to 10 and then offer a less transfer fee while put the maximum salary.after the match,u will not sign beckham or figo but now you can put the maximum transfer fee and maximum salary..after the match,the star's are yours!

If your playing with a memory card take it off and write down how all the settings r and when you put in your memory card change the settings how it was when you had no memory card
The player attempting the kick must stand identical to the position where the ball will be able to be kicked and also at the right height. Usually happens to me when I overhit a cross.
There is a glitch with 2 things and I have played 5 or more different teams to eventually figure this thing out. The problem are 2, first is if you get scouted players there are a chance it's a bug one, you can check at "Growth" if the player growth is ?, then sell it right away because it he joins the training session it will freeze your game up. Second is if you put player is different position as he supposed to and gain skill (usually at 70-75ish skill range). For example I had Whilshire in my team I put him in striker position and eventually gains striker skill and it freezes my game when I put him in training.
My fifa 09 just started freezing 2day nd it froze on da main manu you knw wer it says click anyting to start nd before that it was freezn in manager mode wen you say next match I dnt knw wat to do
You could create a team, but the country's badge and kit would look different. You will have to create all of the international players too, that don't appear in the game normally.
This process takes time and is tedious too.
