I depends on what type of map you are on and what units you are fighting

Well it all depends on who your fighting and what Culture you are.
For the Romans, I find the the Praetorian are the best over all, but tend to be a bit weak again ranged units.
And for the Celtics, the Fanatic units are unparallelled in power, but lack any good armour.
