This one took me a while but you talk to the people you don't know ( the random people on the side of the streets). Then you go back to the petting zoo. Go to Tober and talk to him. Select sound. Select call. Next select call again. Last, select bamboo leaves, and shake the leaves. Then the panda should come out! Hope this helps!
