Yeah man I got some for you.
First off, before you even start recruiting, check your Recruiting Challenge to see what types of players your school is looking for, as getting these types of players will increase your recruiting budget in the future. I've also found that this brings in more prospects that have higher skill levels.
Second, when you get in to the Recruiting Database with all the recruits listed, go to the column (Overall) and press square or whatever button coordinates if you have X-Box 360. Pressing this button will show you which players are the best and what their interest levels are in your program. You can Sort this way with every column, finding what needs fit your Recruiting Challenges.
Third, don't pursue recruits that aren't interested in your program (examples of interest would be Low, Very Low) as these recruits on't have any  immediate interest in your program. You can heavily recruit them but I found it to be nearly impossible to get them to sign to your school, and you waste a lot of Recruiting Points doing so.
Fourth, the better your team, the higher prestige recruits you will attract. This has to do with Coach and Program Prestige, as well as the amount of School Pride your school has. You can earn upgrades for these by winning 'ESPN Televised Games' and "Big Games." These would be games like season openers, home openers, etc.

Yes. I have had more than one player declare after the freshman year, but usually if you have the extra points you will be able to persuade them to come back at least 1 more year.

You can't. That would be cheating to play with an edited player online, especially one that is maxed out in all skill categories. The game producers did that to reduce cheating. Sorry man, can't be done.
