If your in some else's game can you go in 2 their roland bank to get any stuff out?

A1:
By someone's game you mean they have a save game and you have a saved game and your are both using the same disk, no, I don't think so.

If you mean choosing another character within your own game, yes that character can use the stuff you have put in Roland safe.
