By download transfer pack im guessing your playing this on emulator. well first to download the transfer pack google NRage plugin v2 then click on the the very first result that comes up. After you do scroll down to where it says RELEASE BINARY so click the link underneath it. After you click on that click on save and extract it with any program like WinRAR or WinZIP so extract the plugin to:
My Computer>Local disc>Program Files>Project 64>Plugin.
After that start up Project 64 (without starting a game)then go to Options>Configuer Controller plugin then click on the controller pack tab then there will be a thing where you can scroll down and pick Transfer pack. Then get a GB rom for pokemon R/B/Y and play it and save it so you get an SAV file the where it says GB rom file search for the GB game you want then where it says GB Rom Save choose your SAV file and it should be working from there.

Yes I have everey pokemon or you can call I pocket monster that is wat pokemon means
With a transfer pak you can also go to options and and choose rule edit and choose the pokemon you want to use(blue) and unuse(red) then go to the menu and go to the top-right hand corner and choose it. And finally choose edit rules and choose the rule. but to do this you will have to get the game pack.
Beat round 1 (by beating the gym leaders the stadium cups and the rival) then you can use him AND celebi as rentals
