If you are at the highest point, I'm assuming you're at a place with a green walkway that needs to be kicked down. If your not here, you might be on some metalwork. From here you jump onto the green walkway. If this is where you are, kick down the green walkway to give Lara a strength upgrade. Then break open the door you needed the strength for and move around the boxes in the broken lighting rig by using the levers in the room. To check the boxes in the lighting rig, move one into the box with the little door, and run over the walkway and up the ladder to check if this box has what Bernard needs in it. If not there, keep juggling the boxes with the levers until you find Bernard's item. Once you've found it, exit The Serpent Rouge by going through the door in the room with the levers. You should find yourself back in the Parisian Ghetto.

If you are trying to get there, you SHOULD be at Bouchard's hideout. Pull a lever in the room you just spoke to Bouchard in. This should unlock some cells. There is one cell with a moveable box in it. Move the box in front of the door. Climb up onto the box so that you are facing the door. Jump up, and there is a lever to unlock the exit, which is in the same room as Bouchard. A clip will show the door opening. If you go through there, you will watch a clip and then be taken to the Lourve Storm Drain

You need to go into the room on the right before Carvier's ofice, kill the guard behind the circular class and go to the very left computer. hit X to look around with the right analogue stick to find a code to enter type into the keypad on the left of Carvier's office door.
