I'm doing that now to see if it works start a new game the best starter for this is cyndiquil beat the first three gyms buy 70 pokeballs normal not any great balls and1 repel talk to bill he should say "Wow, you must've worked hard.Here take these" and bada-bing bada-boom you should get 251 pokemon and 100 master balls
Q:How do I ever catch Raikou & Entei? I met them at random and I tried tracking dem down in Pokedex and when I fly or walk to the place they're at, I check pokedex again they suddenly appear at another place.

They're on the move all the time. you have to be patient and help they head your way. use pokeball(regular) and hold a and b to try to catch them when ball starts to shake just hold b and it actes just like a masterball

Beat chuck the gym leader in cinawood and then talk to the woman under the gym and she'll give it to you (HM02)

To put it simply you cant normally, the gs ball was to everyone only in the japanese version.
There are certain gameshark and action replay codes to let the mart sell you them though, then give it to kurt and wait a day, go to forest catch celebi
btw the pelican accessory monster brain does not work for this, as it will not let you put the gs ball into the key item pak (where it has to be)
if you have the monster brain like i do, just make yourself a celebi and be happy

After that go into the Ilex Forrest, go to the shrine, and put the ball in. Then a LV. 30 Serebii/Celebi will attack you.
Beat all the gym leaders then go to professor oak .he will make an arrangement and then you will be able to go to mt silver. go to pewter city and go all the way west. there will be a building. enter. go left. exit the building. you will be in a route. keep going west. you will reach mt silver. you will have to swim and go through grass to get there. later you will be able to fly there.

To catch the ice dog...... you must go to tin tower in the ghost gym town
the other two will appear randomly in the wild for one turn.. then they will flee so try using wrap or scary face to keep them in battle

I found Suicune on the route between the National Park and Ecruteak City. Raikou and Entei can usually be found in that area or between Violet City and Union Cave. I would reccomend you weaken them as much as possible on the first encounter and on the second encounter use a Great Ball or something. Save the Master Ball for Lugia if you get that far.

You find Suicune at the Tim Tower after finding him in the three places: right out of National Park, up in Cianwood, and across the water outside Mt. Mortar.
Raikou, you find him outside of Mahogany, where the entrance to Mt. Mortar is.
Entei is somewhere outside of National Park. I prefer to look around the grass near Juggler Irwin.

Go to the field straight across from the moo farm and you will find entie and you will fight the water one and the electrict one is in the same spot as entie and you will be able to track them wen u find them once and they wont run for ever they will give up and stand in one area but u have to have them all to catch ho-oh
