U use rainbow wing to catch Ho-Oh in Tin Tower > Ecruteak City. I suggest you get him down to red health, paralyse or put him to sleep then use an ultra or great ball. Do not use your master ball on Ho-Oh..
Raikou and Entei are found in random place and I previously found it in goldenrod and others but there's no specific place.

I am pretty sure that they only appear at random but I found both within a half hour below blackthorn. I bought a max repel, went south, hopped the fence on the right side, and walked right to left for about 60 secs and I found entei. I walked around for a awhile after that and couldn't find raiku so I flew to goldenrod and flew back to vlackthor and found him there. I worked for me but I don't know if its accurate. hope I helped.

Go to the city near physic gym and steel use a bug and a normal pokemon that will attract raikou stay there 5-15 min I did it 6 times it worked and also catch entei at kanto near celadon grass area use poison and water type there that will attract it also dont forgot use weak pokemon that will attract it better
The others are correct, but if you have already seen these pokemon in the wild but they got away, you can track them by going to their pokedex entry and clicking the option 'area.' It will say Raikou/Entei's Nest at the top and there location will be shown as a blinking black icon. Don't fly to the closest town because they will move, and riding your bike increases the chance that they will move to another area (walking's best). Good luck! (:

pick the next one and repeat only pick up the other two after you have the last one
The only problem is they dont show up in your pokedex so you have to breed them and hatch them again.

You have to get all three legendary dogs and go back to the Tin Tower and go to the old man in the back and he will give you the rainbow feather. If that don't work go to the radio tower In Goldenrod city. and talk to the man you saved.
I got my Rainbow Wing by catching Ho'oh on top of the tin towers.
To get on top of them you have to beat a maze that I think is 10 lvls high.
Ho'oh is lvl 70 so have atleast 2 lvl 65 pokemon if you can and Ho'oh can recover 1/3 hp every time it uses the move making it very hard to defeat.
