This and other questions may be answered by buying the HSG3 tips in the store. However the tip for the blue flames, goes something like this: while setting the power for your shot, press and hold UP on the d-pad as the meter is coming back down to set the impact, press and hold DOWN on the d-pad. You must set the impact in the sweet spot, 'the little white line where the meter begins' for this tip to work
