Well you dont ENTER them. you have to beat undercover mode with all missions completed and when thats done you go to options and look under secrets and you have cheats. (NOTICE MUST READ: there are other cheats like invincibility and immunity, invincibility is in las vegas somewhere and immunity is in rio. someone might have to tell you more about the locations of these cheats in the levels. I hoped I helped you out a bit.)

Go to Chicago and jump the bridge and bail and your car will fly,to bail press Up+Triangle.

When you beat the last level in Undercover in Havana on Disc 1, it will ask you to put in Disc 2, put in Disc Two, then you will begin a mission in Las Vegas. If you just want to take a ride in Vegas, quit the mission, keep Disc 2 in, then go in take a ride, then Las Vegas will be available. Beat all missions in Las Vegas, then you will arrive in Rio. Quit the mission, then go in take a ride, then voila! Rio is available

I tell you. When you are at the door, go right and you will find four trees together. There is a switch by the building, press it and you unlocked a secret area. When in go to the tunnel go to the back of the tunnel. Than go down it. Than once done, go to the left and go to the first tunnel at the left side. Follow it and you will find it on a platform and there is a switch by it and there you got it.
When you get 2 the building, turn right and go along the grass until you get to 3 tall thin trees by a couple of wider trees. the switch is on a stick and difficult 2 spot.

Just go trough the undercover mode and in no matter of time you just get Rio and Vegas.
