Well that is a decently difficult mission, what I did was went to an area where there are plenty of cars. to hurry up I took the PCJ 600 from the shop across the street from the bikers bar(shoot the glass to get bike). find the area with most traffic and start throwing grenades and shooting rockets at everything, because the more rapid you do everything increases that bar and if there is little to kill then it wont help. When you start take the bike around the corner to the stairs. go up and over to the open area. I used the bazooka and started shooting everything in sight.that was the easiest way I found.

If you go to tommys mansion on the roof there isnt a helicopter all the time, but if you go out of the house for a while and run around, then go back on the roof, there should be a helicopter.
